We recently stumbled upon this online grid generator from incompetech and have been playing with it ever since! Start by choosing a template, and from there on out it's completely customizable: adjust line thickness, spacing, color, and the size of the paper, and download it for free in PDF format. We feel some new envelope liners coming on...
